DescriptionPurpose:
To act as a focal point for the management of the construction activities for the Independent Power Plant whilst maintaining standards set by Company HSE policy, within budget, on schedule and to the specified quality standard.

Accountabilities and Responsibilities:
• To support the Encicongo Responsable du Projet with respect to all aspects relevant to the construction activities, and ensuring that the construction Contractor(s) perform in accordance with the requirements of the SYSTEME MANAGEMENT INTEGRE - I. M. S.
• To effectively manage a team of personnel dedicated to monitoring and improving the construction Contractors performance and quality level.
• To review all constructability aspects, method statements and procedures, and to identify SIMOPS requirements and develop strategy to minimise impact on construction activities.
• To ensure that the necessary control tools are in place to monitor, trend, forecast and report on construction schedule and cost.
• To effectively liase with the Eni div E&P project team and Enicongo divisions to ensure timely delivery of engineering deliverables, materials and equipment in support of the Project Onshore schedule.
• To co-ordinate with other DIPP functional groups the activities in order to ensure phased delivery of the facilities with all utility and process systems ready for commissioning and thereafter a planned seamless transition between mechanical completion and commissioning.
• To effectively communicate activities on Independent Power Plant construction to ensure that maximum co-ordination is achieved.
• To support Enicongo management and participate in the agreement of the final account and processing of the Onshore completion certification documentation and preparation of the close out report, ready for hand-over to Operations Team.
• To close out the construction Contracts in the most expedient and beneficial manner to Enicongo
• To promote the training and development of Kazakh nationals and their integration within the Enicongo Organisation
• Act as focal point for the administration of any back charge, concession notice or claim connected with facilities construction contract activities, and participate in the evaluation, negotiation and settlement as directed by the Enicongo line manager.
SkillsQualifications & Experience:
• Diploma in Civil, Mechanical or Electrical Engineering or equivalent.
• Minimum of 15 years experience in major onshore power plant projects, including EPC contracts, delivery and operation, with a minimum of 12 years in managerial positions.
• Experience in construction and operation of high H2S content facilities with stringent requirements in terms of HSE and SIMOPS .
• Experience in West Africa, in other Eni project all around.

Required Competencies:
• The job holder must have good technical, interpersonal and team working skills.
• Full understanding of importance in planning and executing of complex oil and gas projects development
• Fluency in written and spoken French with proficiency in oil and gas industry contracts terminology.
• Be a clear and effective communicator.
• Have the proven ability to develop and implement systems and procedures for management of major construction contracts.
• Demonstrate a flexible approach and versatility when interfacing with various organisations.
• Ability to manage and coordinate team members and technical departments.
• Good office computer proficiency.
