Description A Leading Multinational E&P Company is looking for Project Services / Control Manager for their India Office.

The Job Offers the following Responsibilities and Objectives to achieve.
● To ensure full Project Planning, Estimating, Budget & Cost Control, Document Control and Site Administration.

● Develop in conjunction with the Project Control Engineers, detailed discipline plans and schedules for the project.

● At the commencement of a project, in conjunction with the Project Head, Project Engineering Manager, Construction Manager and discipline Lead Engineers:
- Set-up Planning function to establish correctness of sequence of operations
- Establish Estimates for the Project and Budget execution
- Set-up Document Control function to establish correctness
- Establishment of IT requirements
- Identify manpower requirements
- Set-up Field Administration & Control for the project.
- Establish Cost Budgets in line with Project WBS & Estimate data

● Review the Project Specification / Criteria, and use as a starting point for the work. Establish any further documentation required to execute the work. Supervision of all subordinates in production of the work

● Develop Project Controls Procedures, Specifications and Standards, in accordance with the Company and Project requirements

● Regularly review the discipline progress on the project, and submit the necessary reports to the Project Management Team, Identify slippages related to schedule and budgets and agree corrective action with the Project Engineering Manager and / or Construction Manager. Ensure that the agreed corrective action is taken.

● Assign specific tasks to personnel with-in the Project Control Group.

● Review and check work executed by Project Control personnel to ensure that it complies with the applicable requirements.

● Regularly review workload to ensure that Project Control personnel are being used efficiently.

● Review and comment, or arrange the approval of, all documentation requiring the signature of the appropriate authority

● Take actions on audit reports as required.

● Liaise with discipline project teams, Project Engineering Manager and engineers on Project Controls discipline matters on projects.

● Communicate with other disciplines on a project, and ensure consistency in design with other disciplines. Resolve problems arising from differences with other discipline project teams.

● Maintain an auditable and indexed filing system in Electronic and / or Hard Copy format as required.

● Minute or otherwise record decisions taken and actions requested to ensure that there is an auditable trail of decisions taken with respect to engineered items and deliverables.

● Prepare Weekly, Monthly and ad-hoc reports to suit Project, Company requirements

● Participate in Weekly and Monthly Meetings as required for the Project. Including Owner & Client, Vendor and Contractors / Subcontractors

● Coordinate mitigation measures for identified areas of Schedule delay / slippage

● Co-ordinate Change Control for the Project. Set up Change Control Procedure and Register.

● Coordinate with the construction representatives during the engineering phase, and provide planning assistance when required.

● Identify to the Project Head any items which may constitute a contract change, in advance of proceeding with the work.
● Direct and control personnel within discipline project assigned team.

● Ensure the technical quality of service to Management and functional team leaders.

● Mentor and motivate personnel for enhancement and promotion of skills

● Identify the scope of discipline work on a project.

● Execute discipline work on a project in accordance with the applicable procedures, specifications and standards, including Health, Safety, Environment and Quality procedures, whilst achieving man-hour, cost and schedule targets.

● Maintain technical expertise and knowledge within discipline.

● Be familiar with the current application of computer / engineering systems for company business and endeavour to optimise their use on projects.

● Ensure that all other project disciplines are provided with the information they need to execute their work.

● Undertake tasks allocated by the Project Head.

● Provide input into new proposals when requested.

● Participate in TQM activities.

● Participate in HSE requirements.

● Participate in Risk Review / Assessment and Mitigation processes.

● Participate in Bid review processes for Contracts and Procurement.
SkillsIdeal Candidate Must Possess the following Skill sets:
● Preferably holding an Engineering Degree
● Minimum of 20 years experience in the Oil and Gas Industry

● The Project Services Manager is a key role on the project team. The key attributes that Client is looking for in the post-holder are a combination of strong business management, project controls and quantitative risk analysis skills combined with the ability to get things done in a challenging environment.

Basic Skill Set Required:
• Strong leadership skills
• Strong design engineering background, with a broad understanding of multiple disciplines and their interface
• A good understanding of business drivers and the ability to align design philosophies
• Good resource and planning skills
• Broad estimating skills
• A good understanding of startup and operation requirements
• Good project management skills
• A practical understanding of relative costs, both capital and operating
• Experience with life cycle costs, especially for equipment selection
• An understanding of life cycle principles and their application to projects
• A sound and basic level of HSE awareness and competency, not just safety awareness
• An understanding of the principles and the ability to apply the practices of inherent safety design
• Experience with HAZOP and VE (Value Engineering) reviews
• A knowledge of Information Management for Design Work, including the ability to develop documents such as a scope of work
• Experience in bid / evaluation and award for design work and major equipment
• Experience with design and construction contractors
• The ability to interface with project teams, multiple disciplines, business management, business partners and other external parties.
