DescriptionThe QHSE Engineer coordinates with the engineers and inspectors all matters regarding quality plans and Health, Safety and Environmental plans.

Responsibilities:
• Establish and supervises fulfilment of projects “General Quality Plan” verifying that the company’s procedures refereeing to Quality are complied with and applied and constitutes the single contact point with Contractors regarding any matter related to the “Project Quality Plan”.
• Verify and promote personnel training in the knowledge and application of the Quality System.
• Verify that the Contractors Quality Management System is adjusted to the requirements established in the contract.
• Verify and approve Contractors Quality Plans.
• Control that the Contractors personnel have suitable training for the activities to be developed for quality related issues.
• Approve and supervise fulfilment of the Contractors Inspection and Test Plans. Supervise contractors Quality Audits to their Suppliers and Subcontractors.
• Verify that the contractor provides the Quality Records in a controlled manner and that these records comply with the established requirements.
• Carry out quality audits of the contractors to check the execution of their Quality Plans and the procedures related to the project.
• Evaluate the Quality Internal Audit Reports and the contractor non-conformities management. Solve (supported by the project leadership) the conflicts caused by the non-
conformity reports detected by the contractor and promote the implementation of the appropriate corrective actions proposed by them.
• Inform the project leaders about any anomaly detected in the contractor’s activities that can deteriorate the Project Quality level as well as recommend or provide solutions to these problems
• Be the contact with the contractors regarding any matter related to the “Project HSE Plan”.
• Verify that the environmental Management System is adjusted to the requirements established in the ISO 14001 Standard and is in the contracts.
• Verify that the company Procedures referring to HSE are complied with and applied in the project.
• Verify and endorse Contractors “HSE Plan” for Project Leadership approval.
• Carry out HSE Audits of the contractors to check the execution of his “HSE Plan” and the procedures associated with the Project.
• Supervise the safety studies and hazard assessment activities.
• Evaluate the HSE Internal Audit Reports and the Contractors non-conformities management.
• Supervise the execution of HSE Audits of suppliers and subcontractors by the contractor.
• Inform the Project Manager about any anomaly detected in the contractor activities that can deteriorate the Project HSE Level as well as recommend or provide solutions to these problems.
• Verify that the contractor provides the HSE records in a controlled way and that these records comply with the requirements established in the ISA 14001 standard.
• Ensure that the contractor’s personnel have been adequately trained for the activities to be developed for HSE related issues.
• Verify that the Project personnel have been adequately trained in the knowledge and application of the project HSE System.
• Participate in the different Safety Studies to be made and verify that all the actions/recommendations are implemented.
SkillsQualifications and experience:
• 10-15 years experience in an Oil & Gas or petrochemical environment, with at least five years in HSE or QA/QC positions.
• Fully conversant with ISO 14001 and ISO 9001 Standards.
• Experience with the use of international codes of practices, such as API, ASME, ASTM, BS, ANSI etc.
• Experience in enforcing Project Quality Plans, Procedures and Inspection and Test Plans.
• In depth knowledge in all Quality and HSE related inspections of Installations of construction activities, maintaining records, forms and approvals.
• Carry out Internal Audits against Project Plans and Procedures.
• Ability to understand Technical Drawings of all disciplines.
• Identification of adverse trends during the project and implementation of new techniques.
• Experience in preparing Mechanical Completions, Commissioning and Start-Up packages for the systematic takeover of the plant reviewing Contractor QC records when submitted during Mechanical Completion.
• Five years experience in a multicultural environment with extensive experience in the training of local nationals. The successful candidate should also have an excellent command of English both written and oral.
• Computer literacy: Use of Data Bases, Microsoft Excel & Word.
RemarksThe contract consists of the following: Single or Married Status:

Single Status: Working a rotation of seven weeks on and three weeks off working six days a week. Tax free compensation and a generous local allowance is payable & excellent accommodation with the use of a car. BUPA Gold with evacuation to point of origin. Return air travel with door to door expenses.

Married Status: Terms and conditions to be agreed.
