DescriptionColt Group are a leading International Engineering Manpower supply company based in Japan, Europe, Oman and Qatar and operating extensively in Europe, the Middle East, North Africa and Asia.

Our client is currently looking for a Supply Chain Contracts Engineer in an office-based position in Oman. We are looking for an engineer who can lead all aspects of the tendering and contracting activities in order to ensure that bid packages, commercial evaluation, award recommendations and contract documents are carried out effectively and efficiently in accordance with SCM policies and procedure. He will lead all aspects of Direct Award/amendment activities and ensure they are carried out in accordance with SCM policies and procedure.

Major Duties/Tasks (Day-to-day tasks and activities):
• Lead in co-ordinating with the Proponent team regarding their needs for services
• Train the proponent in SCM process and forms used
• Team Leader representing Supply Chain during the tendering/Direct Award (DA) process:
o Liaise with Legal and proponents to prepare and deliver the tender/DA documents
o Prepare bidders list and get it approved
o Prepare current market analysis/benchmarking and contracting strategy for Contracts more than US$3 MM
o Develop commercial evaluation model and assist in developing technical evaluation model
o Lead communication between the Company and bidders during tendering process, including issue invitation to bidders and bid document, prepare response to bidders’ clarification, make sure the bid documents received
o Review and perform commercial evaluation, and formulate award recommendation
o Develop negotiation strategy and lead negotiation meeting (if applicable)
o Work together with proponent in preparing award recommendation and slide presentation to CC and or TB
o Prepare EBC questioners and EBC checklist and send to Legal for further process
o Prepare and compile Agreement, in coordination with Proponent and Legal
o Prepare Routing Slip for management and Contractor signature
o Issue award letters to bidders and letters to unsuccessful bidders
o Draft Letter of Intent (LOI) and send to Legal for review
o Ensure the data entry in ORACLE is correct accordance with the approval
o Ensure the working and approval files are placed in Contract Filing room
• Assist Proponent in managing Contracts/service Orders amendment, including preparation of bid waiver, Amendment/extension recommendation to CC, presentation slides, draft amendment and any other supporting documents that may be needed for seeking the approvals
• Participate in weekly meetings with the Proponent team and issue the report/action log
• Carry out special assignments as follows:
o As a vocal point for the Operations department
o Assist Procurement Team in using Master Service Agreement to purchase spare parts
