DescriptionJob Responsibilities:
• Primary liaison between the field operations and the Aktau office.
• Responsible for managing the Company's drilling SHE personnel and Contractors/3rd Parties with respect to SHE in the executing of all operations performed in the drilling, completion, testing and abandonment of, exploration and development wells for the Company.
• Responsible for managing and implementing OMV's Integrated Management System (IMS) and all other associated SHE processes, procedures and requirements.
• Responsible for developing and implementing Branch specific SHE processes and procedures for the Drilling & Workover Department.
• Responsible for developing a Drilling Emergency Response Plan for the Branch, supervising Risk Assessments sessions, conducting Incident Investigations and conducting SHE related training.
• Responsible for ensuring that operations are conducted in a safe and efficient manner, and that SHE exposure is minimised to ALARP and accidents are avoided.
• Responsible for leading and managing the drilling SHE team who are responsible for all aspects of drilling related SHE monitoring and reporting.
• Provide field-based SHE supervision, support and assistance when required, and supervise the activities of the Company's SHE personnel.
• Responsible for conducting, reviewing and overseeing all technical and operational aspects of SHE related activities, and ensuring that all Drilling operations are executed without incident or accident.
• Responsible for determining if SHE policies of Rig Contractors and 3rd party Service Providers are in accordance with the Contract and Company Guidelines including pre-acceptance/pre-contract award related audits and inspections as required by the Drilling & Workover Department.
• Responsible for conducting drilling SHE training sessions/workshops with all Drilling & Workover personnel including Rig Contractors and 3rd party Service Providers.
• Ensure all Company Safety Rules and HSEQ Regulations are followed. Work with Drilling & Workover personnel, Field Supervisors, Rig Contractors and 3rd party Service Providers to ensure that modern and internationally recognised industry practices are followed and/or implemented. Responsible for HSEQ related audits and investigations as required by the Drilling & Workover Department.
• Ensure that the Rig Contractors and 3rd party Service Providers maintain and implement their SHE Management System to minimise/eliminate incidents and accidents any time they are working for the Company.
• Work with Drilling & Workover Department personnel as required to accomplish all SHE objectives set by the Company and Branch Office, including other miscellaneous duties as directed by the Drilling & Workover Department.
• Work with Production Engineering and Projects/Construction to ensure all SHE objectives are met in the delivery of optimum producing wells which also includes exploration/appraisal wells.
• Responsibility extends identically to all Workover operations.
• Teach, train and develop junior or trainee staff.
• Reports to the Drilling & Workover Manager.
SkillsJob Requirements & Experience:
• Minimum 12 years of relevant drilling experience, at least 8 years as a SHE Manager/Advisor
• BSc/Diploma in Safety from an industry recognised university is preferred OR Industry Recognised/Accredited Training (e.g. ISO trained) specifically in the areas (i) Safety Auditing, (ii) Safety, Risk & Environmental Management, (iii) Incident Investigation & Prevention.
• International Experience is required, preferably with some in Eastern Europe, Middle East or Central Asia countries.
• Must have strong "drilling" based SHE experience and, the ability to support SHE requirements for multiple rigs including a good understanding of SIMOPs related SHE practices.
• Strong project management skills, team orientated and ability to communicate.
• Commitment to safety, exceptional service and continuous improvement.
• Able to mentor, train and supervise junior and/or local staff.
• Fluent in English (spoken, written and reading), Russian is an advantage.
