| Description | Job Function: To act as Eni’s In-Country Representative, facilitating government approvals and relations with third parties in support of Eni’s activities in Timor Leste. Progress Eni’s contribution to the development of petroleum infrastructure, local content, training and employment. Manage the Dili office and local security responsibilities under delegation from HRO. Key Responsibility Areas: • Government Approvals and Relations. • Petroleum infrastructure development, local content, training and employment. • Office Facilities Management • In-Country support to the Eni visitors to Timor-Leste • Social Economic Impact Assessment and Sustainability Strategy implementation. • Stakeholder Management • Local Security. • HSE and Labour law/regulation compliance. HSE, Managerial & Principal Duties, Responsibilities and Accountabilities: HSE: Eni Australia Managers are responsible for ensuring (where possible); • Departmental HSE Objectives and targets are developed and achieved; • Ensure offices in Dili are compliant with Eni HSE and Security standards, and comply with local laws/regulations; • HSE topics are discussed at department meetings with the aim of continuous improvement in HSE Management; • Managers are required to lead by example at all times; and • Motivate employees to perform their duties in a responsible manner and in compliance with the HSE IMS’s procedures. Managerial: • To uphold, safeguard and promote the Company’s values and philosophy relating particularly to ethics, integrity and corporate social responsibility • To comply with all Company (Eni Australia Limited, Eni Timor Leste SpA & Eni SpA) policies, procedures, guidelines and conduct business activities in line with regulations and government requirements • To comply, and ensure compliance by his/her department, with Eni Code of Conduct • To manage the Department in an effective and efficient manner and proactively support the achievement of the business goals • To manage all staff reporting to the position, i.e. effectively recruit, performance manage, mentor, develop, train, motivate, delegate in a fair and consistent manner in line with company procedures • To manage and control departmental/project financial budgets as applicable • To comply with procurement procedures and manage, monitor and control contracts under his/her responsibility, including respect of contract validity periods and authorized contract values • To ensure prompt payment of invoices related to contracts under management by timely certification of receipts of goods and services • To liaise/communicate with internal and external stakeholders in a professional and collaborative manner, in coordination with the relevant functional department. Principal duties: • Establish and maintain a regular interface with the relevant Government Authorities and facilitate government approvals for the Kitan Development Project and the exploration programs, in coordination with the relevant Eni Departments and staff. • Co-ordinate the in-country implementation of the Social Impact Assessment process and Local Content & Sustainability Plan for Timor-Leste. • Progress and implement Eni’s contribution to Local Content / Timor-Leste Expenditure Commitment (TLEC) arising from the PSC commitments, in particular, contributions to the development of petroleum related infrastructure, use of local goods and services and training and employment of Timorese. • Establishment and maintenance of Eni stakeholder management systems. • Maintain effective business capability in Timor-Leste. • Oversee the establishment of a new Dili office. • Development and implementation of approved procedures for the Timor Leste organisation. • Ensures compliance with company policies and procedures in the area of responsibility. • Implement and be responsible for all necessary security measures for the Dili office and in-country activities. | ||
| Skills | Qualifications Required: Degree/Post Graduate qualifications, or equivalent professional experience. Additional Specialized Knowledge or Skills: Local knowledge of Timor Leste is preferable or previous experience in a similar position. Experience: Significant experience in the establishment of representative offices and/or relationships with host Government Authorities and local communities. | ||
