Purpose of Job:
To lead the project services team of a major offshore oil and gas project.

Principle Accountabilities:
The Project Services Team resides in the Major Project organisation and consists of a team of discipline professionals.

• Manage a team of project service engineers to provide support to the project during their implementation.
• Understand methodologies and apply tools, processes and procedures to support contract preparation, management and close out.
• Work with contract holders and company’s supply chain leads and experts in contract management reviews, and provide advice and interpretation of terms and conditions, contract risks etc.
• Provide support and advice to project management in strategy development, bid analysis, contract negotiations, management and administration up to and including settlement of claims and contract close out.
• Utilise project benchmarking data related to contracting to identify divergences, and advise on opportunities for improvement. Monitor the compliance and performance of engineering contractors in accordance with their contract.
• Co-ordinate project contract administrative support. Provide project QA/QC services. Coordinate input from specialists into the development of contract, procurement and insurance strategies and support during project execution.
• Facilitate the interfaces and data flow between project services and the finance and corporate planning departments to meet corporate reporting and accounting needs.
• Ensure the identification, capture and application of internal and external lessons learned.
• Provide project planning and quality assurance services.
• Manage project communications and reporting to project management and stakeholders.
SkillsSkill/Competence:
• Have been assigned to capital projects or operating unit.
• Possess application experience of cost, planning and project control processes and procedures that are fundamental to the delivery of successful projects in the oil and gas industry with experience in working in a project team during part or all phases of a project execution.
• Proven leadership experience is essential, as is the ability to work effectively in a diverse, multi-cultural environment.
• Demonstrated the following technical, commercial and interpersonal skills and competencies. Contract and procurement principles, processes, methodologies, strategies, administration, document control and execution management of major projects. Project cost engineering and control. Interpretation of benchmarking data. Application of risk management tools and techniques.
• Proven contract negotiation techniques and skills.
• Legal appreciation of the application of contract law.

Minimum Qualifications and experience required:
• Degree in engineering, quantity surveying or an equivalent discipline with a substantial and broad experience of contract management in a project execution environment.
• A qualified professional with a minimum of 15 years experience.
