| Description | Basic Function: Plans, directs & co-ordinates the safe & efficient receipt, loading & despatch of deep sea oil tankers & LPG tankers from the Terminal in accordance with the planned shipping programme. Responsible for the safety of personnel & facilities & for the timely & correct application of the emergency measures according to the defined contingency plans. Function & Responsibilities: 1. Supervises the day-to-day operation of the Company's deep see oil Terminal & its facilities which includes two monobuoys, two multibuoy mooring berths & a liquid petroleum gas dock; paying due regard to Port rules & regulations. 2. Ensures the full efficiency of safety systems & equipment on board & the appropriate training of the ship personnel on their proper use. Ensures that all safety procedures & measures are strictly observed by the personnel in carrying out their work on board. Ensures that adequate measures are undertaken in case of oil spillage or pollution. 3. Exercise discretion in the allocation of berths having regard to the limitations of the vessel concerned prevailing & anticipated weather conditions & potential demurrage cost. 4. Gives advise as to whether the Port should be closed due to poor weather conditions bearing in mind safety, continuity of operations, storage situation, pump availability & shipping programme. 5. Prepares & justifies the Budget forecasts & maintenance programme for all Marine utilities. Ensures the operational costs stay within Budget. 6. Directs the usage of all floating craft & ensures their maintenance to Lloyds standard & that they are kept in class. This includes the Tug, Work Barge & five Launches. 7. Plans the manning of the department while referring to schedules for annual vacation duty rosters & training, bearing in mind the operational requirements of the Port. Administer promotion & discipline to all Marine Personnel in accordance with the Libyan Labour Law & Company Policy. 8. Plans & initiates material replacement & project work for continued operation of facilities which includes the Dry Docking of the Tug & Work Barge & in addition major repairs to sub-sea equipment, pipelines, headers, etc. Major expense items require management approval. Independence of Operation: Works Independently to accomplish Company objectives. Makes operating decisions without reference to immediate superiors, except on major expense items - subject to general review by Terminal Management. | ||
| Skills | Marine Academy education with attainment of Masters Foreign-Going Certificate for unlimited tonnage on worldwide basis, issued by a recognised Maritime Nation. Minimum 12 years Mooring Master/Pilot with oil terminal maintenance orientation. | ||
