DescriptionPrimary Purpose:
Provides contract administration services and assistance to project and commercial management in respect to all contractual, commercial and administrative issues, by advising on the specific requirements of the contract and their performance in accordance herewith. Implements and ensures compliance with Clients policies and procedures in administration of the contract during all phases of commitment, such as pre-award, post-award and external submissions / correspondence. Promotes a close and constructive working relationship with EPC contractor.

Duties and Responsibilities:
• Establishes and maintains an effective and efficient administration and communication system in accordance with contract requirements.
• Prepares contractual and commercial aspects of any support works and service tenders required by projects, in consultation with Project and Commercial Managers. Prepares and compiles tender / contract documentation, with legal and finance groups to ensure viability, legality, interpretation and ease of administration.
• Provides expertise for tenderers’ pre-qualification and processes bid list(s), including any pre-qualification exercises and evaluations required and obtains relevant management / tender board approvals.
• Participates in the technical and unpriced commercial evaluation of tenders and then leads the subsequent priced commercial evaluation of technically acceptable offers. Prepares techno-commercial evaluation report and recommendations.
• Processes award recommendations and finalizes with successful contractor and the contract documentation.
• Validates the development and implementation of all contractor procedures for conformity with the Contract. Checks conformity of all documentation called for, including guarantees, performance bonds, insurance and the like with agreed formats and processes as required.
• Assists in evaluating contractor’s request for approval of vendors and sub-contractors. Monitors performance of contractor’s procurement activities in terms of timely delivery and quality.
• Assists project/corporate groups by providing specialist input for the day to day commercial and contractual administration, in particular to identify any issues which may impact adversely upon Clients's interests. Initiates preparation of appropriate responses for issue by project/corporate groups.
• Administers contractor’s reimbursement and valuation submissions, and coordinates with the Finance Division as required.
• Reviews, advises and negotiates as part of constituted team, revised terms, variation order requests, change orders, claims in liaison with responsible management.
• Assists project controls group in obtaining and assessing cost and progress data performance. Provides relevant data to the Contract Administration System and provides facilities for performance analysis of the historical tender / contract matters.
• Provides input and reviews the commercial aspect of ‘Performance Reports on Contractors’. Ensures that the Commercial database is up to date with a register of local / international companies involved in the project and their capabilities and project performance.
• Coordinates the final ‘close-out’ of completed contract(s) by ensuring proper resolution of all outstanding issues.
• Conducts all work activities in a safe and environmentally responsible manner at all times by not taking on any task(s) that are perceived as unsafe. Complies with the Clients QHSE management system and reports all incidents and near misses to the supervisor or QHSE representative.
• Performs other similar or related duties as and when assigned by the Head of Procurement & Contracts.
SkillsEducation:
Bachelors Degree in relevant Engineering field or equivalent.

Professional / Technical qualifications / Diplomas:
Additional qualifications in multi-disciplinary engineering areas would be an added advantage.

Experience:
8+ years experience in negotiating and managing contracts in the Oil and Gas industry with sound legal knowledge
