Description Project Manager Responsibilities / Interfaces
Lead project engineers and/or designers on multiple, concurrent high voltage substation projects
o Lead and train project engineers and/or designers on multiple, concurrent high voltage substation projects
o Work with administrative and marketing personnel to determine design and scheduling parameters.
o Perform engineering calculations and studies.
o Oversee others in the performance of engineering calculations and studies/review results.
o Work with client’s staff, subcontractors, other MSE staff engineers and designers to complete a substation
construction design package, (bills of material, physicals, electrical schematics electrical wiring drawings,
panel fabrication packages, steel fabrication packages, communications, and SCADA drawings.).
o Coordinate design and scheduling issues with clients and vendors, including attendance at meetings and
conferences.
o Coordinate with purchasing and quality control personnel:
o Provide engineering specifications and other information required by purchasing to procure equipment.
o Review vendor submittals.
o Inspect equipment at vendor’s and client’s facilities.
o Maintenance and compliance with the relevant sections of the MSE ISO 9001 quality system.
o Coordinate with contract administrative personnel to assure all client requirements are satisfied.



o Provide engineering assistance during construction and commissioning.
o Assure that all engineering documents and records are properly maintained.
o Participate in an annual performance review and administer annual performance reviews.
Schedule / Budget
• Develop / maintain the schedule (own the schedule)
o Get input from engineering managers
o Get input from procurement
o Get input from construction subcontractors
o Get input from commissioning manager
• Convert project estimate to an official project budget and update weekly
o Budget and updates to be stored in secure Project Budget folder
Drive Access only to Engineering Mgrs, Commercial Mgr, and Owners
• Schedule and budget are living documents, they need regular maintenance (weekly)

o Utility

• Prepare weekly project status summary for management
• Prepare monthly (unless contract calls for different interval) status report for client
PM is responsible to assure procurement has all required information in a timely manner to support the project schedule. There may be direct communications between engineering and procurement, but the PM is responsible to insure that procurement gets what it needs when it needs it.
Interface With Engineering
• Monitor progress and report schedule issues to management immediately.
o Schedule issues may include:
�� Late information to clients
�� Inaccurate drawing logs
�� Late information to procurement
�� Late information to utility
�� Late information to subcontractors / vendors
• Monitor scope of engineering work to assure that it does not exceed our contract
requirements, (scope creep), including monitoring / overseeing and controlling As-Builts.
• PM Interface with Document Control
o Use Plot Request forms for Engineering Documents whenever possible.
o Create project specific template for Plot Request Form.
o If, in and urgent situation, the PM must send an engineering document without going through Document Control, SEND ONLY PDFs or Hardcopy and make sure Document Control and Engineering Managers are copied on email transmittals. If hardcopy is sent, send Document Control and Engineering Managers an email listing EXACTLY which documents (including revision numbers) were sent. This should only be done when
absolutely necessary.
Interface With Accounting
• Provide invoicing information to controller in a timely manner
• Monitor payments from client
• Monitor project costs
• Approve vendor / subcontractor invoices for payment
Interface With Site Managers and Commissioning Personnel
• Assure Field Service Manager has adequate advance notice to provide adequate qualified personnel for these tasks.
• Monitor all field activities closely to assure schedule compliance and quality control, including:
o Review of daily reports
o Teleconferences
o Site visits as required
• Cost Control
o Subcontractor change orders
o Material waste, loss
• Prevention of Scope Creep
o Identify and secure change order from client for out of scope work
Skills PREREQUISITE QUALIFICATIONS:
Education/Experience
o Project management experience in creating: engineering estimates/proposal, construction
specifications, plans, and material specifications
o Highly motivated and independent self-starter.
o BS in Mechanical, Civil, Structural, Electrical, or Electric Power Engineering.
o 10+ Years Experience in the design of Distribution and/or Transmission Level High Voltage
Substations (12 kV to 345 kV or higher)

Computer Skills
o Demonstrate experience in the following software programs:
Microsoft Word – Required
Microsoft Excel – Required
Microsoft Project – Required
Microsoft Access - Desirable
Microsoft Outlook – Preferable
MicroStation – Preferable
IRAS/B - Preferable
AutoCAD – Desirable
Aspen and/or ETAP – Desirable

Other Requirements
o Professional Engineer License from Texas or the ability to acquire through reciprocity.
o Willingness to travel. Project engineers’ travel level is typically 20%.
o Good written and verbal communications skills.
o Ability to work well with others and lead a team of two or more engineers and/or designers.
Remarks US work permit is required, Texas Professional Engineer certificate is required
