| Description | Basic Function: Develops contracts for all Divisions and recommends qualification/evaluation criteria and negotiation strategies. Co-ordinates with and advises Users on various contractual and commercial matters in the field. Evaluates claims/requests for contract variations and maintains follow-up until closeout of contract file. Work Performed: - Receives and analyses scopes and specifications for works and services to be contacted, clarifies work aspects and verifies technical evaluation criteria. - Recommends and agrees with Department Manager on contracting strategy. Proposes contract type and compensation method. Prepares tender documents, and finalizes them with Legal, Finance and Users Divisions. - Establishes and agrees with Department Manager on bidders prequalification criteria. Evaluates contractor’s capabilities, recommends bidders list and prepares the submission to Tender Bard or other concerned authority for bidder’s list approval. - Prepares invitation to tender, develops final draft for management approval and issues tender documents. - Evaluation technical / commercial clarifications. Arranges site visits for bidders and accompanies bidders on such visits. Advises bidders on clarifications concluded during site visits. Attends technical and commercial bid opening. - Evaluates exceptions and qualifications to tender documents raised by bidders, obtains Legal, Finance and Users advice / comments on the issue and advises bidders through proper channels on Company stand. - Arranges for technical evaluation of bids. Reviews technical evaluation report and requests authorization for commercial bid opening. - Carries out commercial evaluation of bids and finalizes techno-commercial evaluation. Proposes cases for negotiation, sets basis for negotiation and submits for approval. Attends negotiation meetings, summarizes results and obtains confirmation. - Prepares final recommendations for award in discussion with Department Manager, authorizes the final draft and submits the same for management approval. - Prepares Letters of Award and agreements, obtains acceptance of successful contractor and approval of such documents and ensures their proper distribution. Follows up on the submission of Performance Bank Guarantees, and verifies and recommends acceptance of such guarantees. - Receives and verifies claims and requests for variations, applies his judgment and proposes negotiation strategies and meetings, and attends such meetings to settle claims. Prepares recommendations for management approval. Finalizes the issue such as appropriate. - Follows up with concerned Users Divisions on the performance evaluation of contractors and complete closeout of contracts. - Performs other similar or related duties, as assigned. Includes ensuring the maintenance and updating of contract records, etc. | ||
| Skills | - BSc in Engineering disciplines, Business Administration or professional qualifications, such as FRICS (Full Member of Royal Institute of Chartered Surveyors). - Six (6) years experience in contractors development, in an oil/gas or petrochemical industry. - Sound knowledge of commercial practices, legal aspects and negotiation skills. Ability to utilize specialized applicable software package. | ||
