DescriptionA large LNG facility in Angola requires a Senior Facilities Engineer.

Supervisor Functions:
Leads the development of the technical/engineering capability for the new Operating Company. Manages a staff of 5 engineering and laboratory team leaders/supervisors and 2 Engineering Discipline Coordinators. Responsible for developing budgets, training programs, and hiring of personnel required to ensure engineering staff capability for Work Stage 5.

Brief Statement of job purpose:

Directs the development of the facilities engineering function. Supervises a staff of 11 engineering level personnel. Staff encompasses 3 Expatriate Engineers and 8 National Engineering personnel. Expatriate staff will be phased out over a specified time as national employees gain experience in providing project and facilities engineering services to the operating LNG plant. Provide project/facilities engineering technical support for plant/facility design and operation to optimize processes & operations of the facilities within the framework and concepts of Incident Free Operations. Provide project management support for plant operations with a broad scope of responsibilities in design, construction, maintenance, major turnarounds, and modification of plant facilities. This support may include early concept development, contracting strategy, reliability, pipelines, materials & corrosion, electric power, civil/structural, fixed and rotating mechanical equipment, and instrumentation & controls.

Work with the Technical Training coordinator to develop the facilities engineering staff required for the project. Recruit, hire and train the national facilities engineering work force. Recruit the supplemental expatriate staff which will help develop, mentor, and provide technical support to the facility. Accountable for the overall training plan for the facilities staff. Establish a technically competent facilities engineering staff that will be ready to assume responsibility of the facilities technical function of the project from the EPCC contractor and the handover from the LNG Plant Delivery Team (construction).

Participates in the development and implementation of all plant facilities systems along with the EPC Contractor, and Plant Design and Construction Technical Managers. Ensures the long term viability and cost effectiveness of these developed systems.

Prior to plant startup and continuing onward, supervises and manages all facilities engineering disciplines, procedures, and projects. Develops, reviews and approves facilities operating procedures for technical accuracy and compliance. Ensures operating facilities engineering excellence.

Develops implements and manages overall facilities engineering budget. Monitors and manages small project capital budgets. Provides input to and assists as required in the development and maintenance of the plant technical database, including asset lists, P&IDs, vessel drawings, vessel and exchanger datasheets, control valve specifications, piping iso’s, etc., when plant becomes operational.
SkillsBroad experience in the Oil/Gas Industry with a focus on LNG: Knowledgeable in industry standard codes and practices related to the engineering, design, construction, and operation of process equipment and plant systems to produce liquefied natural gas and associated products (LPGs, Condensate, Domestic Gas).

Apply Project Management Knowledge: Able to apply project management functions for work within an operating LNG plant.

Ten years experience in specific Project Engineering Tasks: Develop project scope of work with other plant engineering disciplines, develop capital cost estimates, operating and maintenance budgets; develop and negotiate engineering, procurement, and construction contracts for plant projects; organize required environmental and other compliance permitting for plant projects.

Safety Concepts: Demonstrated ability to safely apply design & operating principles to the management of projects in the operating plant environment; must be proactive in addressing safety issues and support Incident Free Operations.

Communications Skills: Must be able to effectively communicate with supervision, peers, contractors, and customers verbally and in written form. Must have the ability to recognize communication gaps and appropriately address them. Able to support management objectives and be a change champion as required.

International experience and Mentoring: Has worked in international assignments and is sensitive to cultural differences. Has mentored national engineering employees.
