Description of Cost Control Specialist

Main Job Function:
To manage Development Project accounting and budgeting according to Company guidelines and international
standards developing and managing project budget, cash flow statement and accounts and to provide the
development team, the Company and other Partners with accurate and updated project cost and financial
report, verifying cost performance against plan, and identifying areas of potential budget overrun requiring
corrective action.

Key Responsibility Areas:
• Budget accuracy and timely updating Project accounting
• Timely and accurate execution of cost analysis and controls
• Coordinating with Project Planner in order to match Project times and costs
• Preparing the Budget and the Project Cost Breakdown Structure starting from the existing cost estimate
• Verifying work progress status updating cost documentation and allocating costs to the right cost elements
• Updating of procurement and contract plans
• Performing earned value analysis
• Assuring expenditure phasing by each department
• Assuring cost control for both contract and internal costs
• Carrying out cost risk analysis and supporting management of reserve utilization (contingency)
• Project accounting data feeding into enterprise systems

Skills required for Cost Control Specialist

Candidate Specifications:
• Relevant degree
• Several years of Oil & Gas Industry experience.
• Some years of budgeting and accounting experience.
• Have taken basic or advanced Economics course.
• Economics General: Economics, OPEX Budgeting, Contractual & economics. Evaluate of PSC, Reserves classify according to international rules, Economics Planning and Control, Cost estimating/budgeting/cost analysis/control.
• Contracting: Definition of Contract Strategy, Variations and Claim Resolution, Contract Negotiation & Management.
• Organisation Processes: Internal Standard, Project Management process, Suppliers qualification methodology and techniques, Feed-back development and diffusion, Technical audit and Design Review, Work team management methodology, "Internal client" organization process, Documentation management, Contracting Strategy, Contract Management.
• Construction & Installation: Control system knowledge.
• Project Management: Project Feasibility, Prep. of Devel. Program & Budget, HR Project Management, Project Planning, Close-Out Report Preparation, Cost control - Budgeting, Project Management methodologies and techniques, Risk Management.
