Description of Field HSE Manager

Main Job Function:
• Provide Health, Safety and Environmental guidance and direction to the Project Management Team (PMT)
• To coordinate the activities related to the management of the HSE aspects
• To ensure that the HSE risks and impacts associated with the project are identified, quantified and managed to the point of As Low As Reasonably Practicable. To provide management with the information necessary so the actions can be taken as required to maintain the risks at this level.
• Ensure adherence with existing KPO HSE Standards, requirements and Parent Company Standards & Policy and other management procedures and systems.
• Prepare, review and maintain the Project HSE Plan
• Ensure that the Construction Method Statements contain the necessary elements for ensuring that HSE risks and impacts can be managed to an acceptable level during construction of the facilities (in particular SIMOPs and environmental emissions), commissioning, hook up and operation.
• Ensure that Regulatory Affairs and permitting aspects and requirements of the Project are effectively addressed during the project.
• Engage all stakeholders to ensure the HSE goals and objectives are met.

Key Responsibility Areas:
• Develop the necessary HSE Design Policy/plan, Philosophies and Control and Mitigation Strategies for significant Safety, Environmental or Health risks.
• Manage and supervise the HSE deliverables required to be performed by design contractor and vendors.
• Manage work plans for KPDL Environmental and HSE engineers. Assist in the development of KPO local employees seconded into the project.
• Identify and assess the HSE risks and impacts associated with the construction and subsequent operation of Phase III facilities.
• Identify the necessary design Standards related to HSE aspects of the development.
• Ensure adherence with existing KPO HSE Standards, requirements and Parent Company Standards & Policy and other management procedures and systems.
• Prepare the Project HSE Plan.
• Maintain a project HSE Action Plan/Outstanding Issues Register.
• Prepare the necessary documentation for Pre-FEED and FEED studies.
• Co-ordinate preparation of the necessary RoK documents with existing operations and KPO HSE organization, systems and procedures e.g. DSIU, ER Plan, and EIA.
• Liaise with and advise project engineers and design team to ensure HSE aspects are effectively integrated into the FEED Design, Tendering Process and Project Plans for subsequent stages of the development project. Develop contractor HSE work scope and review and assess contractor HSE performance / competence prior to award
• Liaise with KPO operations, maintenance, engineering personnel to ensure requirements from existing operations are properly defined and integrated into the Phase III development plans.
• Liaise with Operator Parent company HSE representatives to ensure Projects meet /comply with Parent company requirements.
• Liaise with Local Authorities to discuss applicable legislation relating to health, safety environment matters especially related to minimizing environmental impact.
• Provide support on routine health safety and environmental issues.

Skills required for Field HSE Manager

Candidate Specifications:
• Relevant degree
• The candidate should have worked for an extensive period of time within HSE in a project and operations environment.
• Thorough knowledge of Oil &Gas processing technology and facilities engineering and standards, preferably experience of H2S.
• Significant experience of HSE risk assessment and SIMOPs assessment in production environment with H2S presence.
• Experience in setting up/preparing HSE Systems, procedures, manuals
• Experience of Conceptual Design, FEED and subsequent stages of the development process and the preparation/review of tender documentation
• Knowledge of RoK environmental requirements
• Supervisory and management experience
• Production System Design : Production System Design , Oil & Gas Processes & Facilities, Production system engineering
• Organisation Processes: Internal Standard, Feed-back development and diffusion, Technical audit and Design Review, Work team management methodology, Documentation management
• Compliance: Local/National and International Standard and Codes
• Construction & Installation: Plant construction, commissioning and operation
• Analytical and logical approach
• Ability to quickly establish working relationships within the team and within the wider KPO organisation based in RoK
• Proved HSE competencies acquired in major Oil & Gas Projects worldwide
• Proactive approach to decision making;
• Up to date on current HSE trends and able to demonstrate the ability to interpret HSE standards and legislation
