Description of General Engineer/Petroleum Engineer/Physical Scientist

The incumbent of this position serves as a Project Manager and provides technical and managerial expertise in support of Research, Development, and Demonstration (RD&D) projects and/or subprojects within the Sequestration Division (SD). SD implements and manages RD&D projects which entail all aspects of the coal-based energy system carbon management cycle with a focus on the development of environmentally responsive cost-effective technologies for the storage and monitoring of carbon dioxide in deep geologic formations including saline formations, oil and gas fields, and coal seams. The Division develops statements of work; initiates procurements; evaluates proposals; prepares project documentation to meet NEPA requirements; determines acceptability of project deliverables; and manages contracts, grants, and cooperative agreements through the monitoring of project technical progress and cost compliance. The Division provides technical expertise in carbon sequestration technologies; participates in technology assessments; participates in planning programmatic goals and objectives; promotes technology transfer; and participates in crosscutting technical teams and administrative teams, as appropriate.

The incumbent is responsible for providing technical and managerial expertise with the development of technology related to the sequestration of fossil fuel-based power generation carbon dioxide emissions into deep geologic formations such as saline, oil and gas fields, and coal seams as well as developing technologies or protocols to characterize sites, reservoir engineering, field operations, monitor the injected CO2, and simulate the behavior and risks associated with these projects. These activities include work being conducted by NETL’s in-house research and engineering and systems analysis groups, universities, industry, other Government agencies, and other national laboratories, as well as international organizations. Key duties include defining project objectives and requirements, planning, preparing procurement documentation, and implementing specific R&D projects or subprojects; monitoring contractor’s efforts in accomplishing contracted projects; ensuring that the technical and scientific results of project work are valid; interpreting the effects of R&D results on achievement of project milestones and goals, redirecting if necessary; and communicating project information to a variety of stakeholders.

QUALIFICATION REQUIREMENTS: Applicants must have general and/or specialized experience and any selective placement factors as described below. This requirement is in accordance with the OPM Qualifications Standards Operating Manual, available in any Government Personnel Office, which specifies when and how education may be substituted for the experience.

BASIC REQUIREMENTS FOR ENGINEER:

A. Degree: Professional engineering. To be acceptable, the curriculum must (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR

B. If you do not meet the basic engineering requirement above, you may qualify with a combination of education and experience - college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

(1) Professional Registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Generally, such registration must require a written test. If you qualify for registration by means other than a written test (such as State grandfather or eminence provision), you are eligible only for the specialty field of your registration.

(2) Written Test - Evidence of having successfully passed the Engineer in Training (EIT) examination and have com¬pleted all the requirements for either (a) a bachelor’s degree in engineering technology (BET) from an accredited college or university which included 60 semester (90 quarter) hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET). Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program.

(3) Specific Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathe¬matical, and engineering sciences and engineering, which included the courses specified in Paragraph A. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in Paragraph A.

(4) Related Curriculum - Successful completion of a curriculum leading to a bachelor’s degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. AND

ADDITIONAL EXPERIENCE/EDUCATION FOR THE GS-11: In addition to the basic requirements, one of the following is required: Three years of progressively higher level graduate education leading to a Ph.D. or a Ph.D. or equivalent doctoral degree; or at least one year of professional experience in a field appropriate to the specialization for which you are applying, that was comparable in level of responsibility and difficulty to that of the GS-9 level in the Federal Service.

ADDITIONAL EXPERIENCE FOR THE GS-12: In addition to the basic requirements, at least one year of professional experience in a field appropriate to the specialization for which you are applying, that was comparable in level of responsibility and difficulty to that of the GS-11 level in the Federal Service.

ADDITIONAL EXPERIENCE FOR THE GS-13: In addition to the basic requirements, at least one year of professional experience in a field appropriate to the specialization for which you are applying, that was comparable in level of responsibility and difficulty to that of the GS-12 level in the Federal Service.

Specialized experience for this position typically involves engineering or scientific experience within oil/gas reservoir or field operations engineering related to the injection or production of fluids from deep geologic formations which can be applied to carbon sequestration.

BASIC REQUIREMENTS FOR PHYSICAL SCIENTIST:

A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
B. Combination of education and experience—education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. AND

ADDITIONAL EXPERIENCE/EDUCATION FOR THE GS-11: In addition to the basic requirements, one of the following is required: Three years of progressively higher level graduate education leading to a Ph.D. or a Ph.D. or equivalent doctoral degree; or at least one year of professional experience in a field appropriate to the specialization for which you are applying, that was comparable in level of responsibility and difficulty to that of the GS-9 level in the Federal Service.

ADDITIONAL EXPERIENCE FOR THE GS-12: In addition to the basic requirements, at least one year of professional experience in a field appropriate to the specialization for which you are applying, that was comparable in level of responsibility and difficulty to that of the GS-11 level in the Federal Service.

ADDITIONAL EXPERIENCE FOR THE GS-13: In addition to the basic requirements, at least one year of professional experience in a field appropriate to the specialization for which you are applying, that was comparable in level of responsibility and difficulty to that of the GS-12 level in the Federal Service.
