Description of Power Generation Package Manager |
This is a key role in our Egyptian Joint Venture Company - Rashpetco. To be successful in this role you must have broad experience in project controls discipline for major upstream offshore and onshore projects as well as first class influencing and coaching skills. Position Summary: To deliver the Gas Turbine Generator package within the project successfully by delivering the package on or ahead of the agreed schedule and at or below the approved budget without harm to people or to the environment. Key Accountabilities: • Approve the design basis, codes, standards and design philosophies for the package. • Approve the Contractor generated MRQ and co-ordination of the technical section of the Gas Turbine Generator Package ITT. • Approve technical bid evaluation criteria prepared by the Contractor and obtain senior management approval of the document. • Act as Team leader for the performance of the technical clarification and evaluation of received bids together with the compilation of the Technical Evaluation Report. • Approval of the updated technical part of the Gas Turbine Generator Package Contract prepared by the FEED/Detailed Engineering Contractor. • Lead kick-off meeting and attend follow-up progress meeting with Supplier(s) • Demonstrate visible leadership and commitment to excellent HSSE performance in support of the Project Manager’s accountabilities, • Ensure agreement on package deliverables and the timing of these deliverables. • Work closely with Engineering Manager PMT , Operations and Contractors to ensure that proposed package is designed , manufactured installed and commissioned by supplier to properly address historical issues associated with Power quality management at site, compatibility with existing system , specified loads etc • Approve the Contractor’s Package Execution Plan. • Approve the Contractor’s package schedule, ensuring that key milestones are identified and are achievable. • Lead and co ordinate the Supplier document review by the Contractor and PMT disciplines. • In co-operation with the Project Manager, establish an appropriate and competent Project Package Management Team organisation to ensure the package is delivered in a quality manner. Ensure that the roles and responsibilities for each position and defined and are jointly agreed by incumbent and supervisor. • Implement a contract administration/ reporting system with the prime Supplier for sub-suppliers. • Conspicuously commit to excellent HSSE performance, including: ensuring rigorous implementation of ALARP demonstration in the design; follow-up and close-out of all HSSE audit non-conformances; implementation of a Behaviour-Based Safety (BBS) system, cascading through all levels of the project; promotion of environmental awareness within the package team and contractor to include best practice waste management and pollution control; regular safety tours; a safety moment to begin all meetings. • In co-operation with the Quality Management Representative, conspicuously commit to excellent Quality management, ensuring that the contractor’s Quality Plan and Inspection and Test Plan is reviewed and approved, audits and inspections are carried out and that there is follow-up and close out of all Quality audit non-conformances. • Ensure that interfaces with other elements of the project are identified, managed and closed out. • Lead the identification of risks relating to the package and develop and implement risk response action plans for the top risks. Also capitalise on potential opportunities. • Ensure that suitable peer assists, peer reviews and value improving process workshops (in particular, constructability, maintainability and operability) are planned as appropriate and actions followed through. • Monitor Contractor and Supplier performance and act quickly on underperformance. • Establish and implement an agreed reporting structure and format to the satisfaction of the Project Controls Manager. • Ensure rigorous application of the management of change process in accordance with BG Standards. • In Co Operation with the QA/QC Manager/HSE Manager, ensure that the all testing is performed and witnessed and necessary permits and consents relating to the package are actioned and achieved. • Facilitate in managing and documentation is managed and controlled in a suitable manner. • Engage with the Operations Representative and Project Interface Manager to ensure that the design of the package meets Operations requirements to the extent practical and that suitable engagement of Operations personnel is provided during the function testing and/or pre-commissioning. • Ensure lessons learned are fed back within the PMT for the benefit of future projects. • Develop and implement a plan for package close-out. |
