Description of Pre-Projects Manager

As a key member of the Engineering & Pre-Projects Team in Exploration in Calgary, the successful candidate will be responsible and accountable for providing project management expertise to the team for the early stages of international exploration led development projects and will, as required, act as Development Manager for such projects worldwide in Talisman.

The Pre-Projects Manager will report to the Manager, Engineering & Pre-Projects, but will, for any specific projects, be reporting to the nominated Business Sponsor, normally the Country Manager. The successful candidate will have a solid and broad project background with depth of experience in several of the key areas of responsibility listed below:
• Be the centre of expertise for management of pre-projects in the Engineering & Pre-Projects team in Talisman.
• Provide vision, leadership and direction to a project development team, be the single point of accountability for meeting the project and business objectives, actively support work efforts, ensure effective integration of all discipline plans and create an environment of effective teamwork
• Lead implementation of project planning, opportunity evaluation and development activities that generate risk-managed, technically and commercially sound alternative development recommendations to the Gatekeeper and Business Sponsor
• Work closely with the Business Sponsor to ensure continual alignment of project objectives with business objectives and alignment of activities with Talisman’s Project Delivery System (PDS)
• Manage communications with the Business Sponsor, functional managers, development team leads, gate readiness team and corporate PDS coordinator
• Lead development of stage plans to create deliverables and development of critical integrated plans/reviews (as outlined in the PDS) such as project initiation note, communications plan, stakeholder management plan, preliminary basis of designs, field development plan and decision support package
• Lead implementation of value improving practices and assurance reviews as required by the PDS for each stage of a development
• Manage internal and external stakeholder relationships, including issue resolution as required
• Manage overall project AFE budget
• Performance monitoring and reporting
• Implement an effective performance management and reporting system for all scopes of work as per Talisman guidelines
• Monitor, assess, and take action as required to achieve project objectives
• Prepare, coordinate and present quarterly project reviews to Senior Management
• Interface routinely with the Business Sponsor and gate readiness team regarding project progress and issues
• Governance in the Project Delivery System
• Ensure the development team has planned and executed effectively to meet gate requirements
• Work with the Business Sponsor and gate readiness team leader to coordinate gate readiness reviews
• Work with the Business Sponsor to plan and implement the gate reviews
• Develop and present the decision support package at gate readiness and gate reviews

Skills required for Pre-Projects Manager

• Fifteen plus years experience in oil and gas developments internationally, preferably both onshore and offshore
• Project management skills necessary to effectively lead a multidiscipline team to plan and execute a complex, high capital project in challenging international environments, especially in the early phases of a development project
• Effective skills in interacting with and presenting information to Senior Management
• Experience in managing projects with international contractors and partners, including national oil companies
• Strong interpersonal communication skills with the ability to effectively communicate with a broad range of stakeholders
• Ability to work with a high degree of independence in a challenging environment
• Demonstrated leadership capability to effectively manage an experienced culturally diverse, multi-discipline development team
