Description of Principal Engineer - Piping

A)Review the ITB (Invitation To Bid) documents submitted in the proposals stage, issue inquiry requisitions, review techno-commercial vendor offers, prepare equipment, material and man-hour estimates.
B)Review contract requirements for project execution, organize the preparation of the Technical Document Register (TDR), identify requirements and scope of work; review specifications Process Data Sheets (PDS), Piping Material Specifications (PMS), Piping & Instrumentation Diagrams (P&ID’s), Plot plans, General Arrangement (GA) drawings, Review Philosophies, Area Classification Drawings, Fire and Gas Detector Layout Drawings and other relevant documents. Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.
C)Verify and conceptualize the most optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantity total number of engineering deliverables, man-hour allocation, format of delivery, time schedules and other requirements for execution of the work.
D)Coordinate with projects and planning on project time schedules, establish target completion dates, ensure target dates are achieved.
E)Develop Manpower charts and schedules, recommend, assign and distribute manpower for the execution of engineering activities within budgeted project man-hours. Recommend cost effective measures to reduce overall manpower costs. Assign personnel to the various activities; layout, material, stress and 3D works.
F)Supervise the preparation of stress analysis reports in CAESAR II software and Modeling works in PDS, ensure that isometrics are updated as required. Monitor the identification of stress factors and layout feasibility, resolve design irregularities. Provide stress and piping loads to civil engineering group, coordinate on technical issues as required.
G)Monitor the preparation of conceptual layouts and designs, obtain inputs from other engineering disciplines through the “want list” document, i.e. mechanical data sheets, foundation sizing, equipment layout, instrument specifications and other necessary data. Guide the preparation of pipe wall thickness calculations and Reinforcement Pad (RP) calculations.
H)Direct and provide guidance in the preparation and evaluation of plot plans, engineering drawings and technical documents issued for Internal Design Checks (IDC’s) and the integration of other engineering discipline data inputs. Prepare technical document requirements for equipment specifications.
I)Direct the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bid offers. Direct and provide guidance in the Technical Bid Evaluations (TBE), review vendor drawings and documents. Supervise the review of design calculations, ensure vendor equipment specifications meet with client equipment specifications and are within budgeted costs.
J)Direct and monitor Material Take Off (MTO) activities, identify irregularities and shortfalls, take corrective action as required.
K)Administer the preparation of Purchase Requisitions for the procurement of equipment and materials. Review vendor quality plans, ensure vendor equipment’s compatibility and compliance with the scope of client specifications. Coordinate with procurement, ascertain expedite of materials and equipment to site.
L)Monitor the issuance of engineering deliverables, supervise the preparation of IFD’s “Issued for Design” and IFC’s, “Issued for Construction” documents encompassing the support standard document, plot plans, locations plans, piping plans, isometrics, material requirements and other related plans and documents.
M)Lead the development and issuance of engineering deliverables .i.e. isometrics to site for construction, interface and provide clarification and technical support to construction and commissioning personnel. Administer the preparation of the final “As Built” layouts and documents.

Skills required for Principal Engineer - Piping

Bachelors Degree in Mechanical with a minimum of 17 years of related petrochemical experience preferable from a background in working for consultancy organizations in the EPC of the Oil and Gas Industry.
