Description of Proposals Manager

Job Purpose:
Within the Business Acquisition Group which comprises of Business Development, Tendering & Estimation departments, The Manager – Proposals has responsibility for co-ordinating and managing the estimating team and preparation of all pricing input into tenders and responsible for the quality and accuracy of the cost estimates produced, for coordinating the preparation of all tenders and pre qualifications and responding to various tender clarifications requested by our Clients, for the quality and accuracy of the various documents produced and for identifying and mitigating the risks being imposed on the company.

Key Accountabilities:
• Monitor Projected Tendering /Pre Qualification Work Load and Identify Resource Requirement
• Liase with BD department to ensure that the projects that are being targeted are appropriate in terms of Company ability to undertake them and COMPANY ability to win them
• Ensure Tender kick off meetings are held for all Tender
• Assembly of Estimating/Tendering Teams
• Monitor Tender Preparation Progress in Terms of Schedule, Quality and Resource Costs, Ensure that cost generated matches scope, Project Execution, Methodology, Schedule, Resources and Qualifications in line with Tender Win Strategy.
• Ensure Generation of Tender risk and Cash Flow Analysis
• Ensure Tender Reviews carried out as per Corporate Procedures
• Ensure that all deviations to Corporate Contracting Guidelines are properly documented and signed off
• Address any queries that Client might have
• Establish what strengths and Weakness are in COMPANY Proposals vis a vis competition
• Establish Offshore Estimating Norms and Master Estimating Sheets
• Ensure that all Tender Documents are comprehensively filed
• Handover all Tender Documents to the Projects Team and chair handover meetings.
• In conjunction with Operations Group Monitor actual costs and productivities and ensure that the most recent information is incorporated into Estimates
• To manage the performance of Sub ordinate staff

Skills required for Proposals Manager

• Engineering Degree preferably with Masters
• 12 - 15 Years experience
• Oil & Gas Proposals Experience preferebaly with fabrication and construction projects
• Proven sucessful bidding and supervisory experience
