Main Accountabilities • To develop Conceptual Studies for Pipeline Projects feasibility. Carry out in house Pre FEED for small size Pipeline Project and Develop / review Project Implementation Strategies for Pipeline projects for Management Approval. • To develop and write Statements of requirements for new projects and ensures its co-ordination with operator/sponsor. Develop the scope of work for Consultants/ Engineering Contractors. • To develop and be the custodian of Company Specifications for Pipeline Engineering discipline for use in-house and by the contractors with regard to projects undertaken. • To establish preliminary Pipeline route alignments and carry out necessary Co-ordination with local authorities for its approval. Supervise the design works of Consultants/engineering Contractors and EPC Contractor. Review/ approve drawings, specifications and other technical documents for Pipeline Engineering for all types of projects. Carry out design for in-house engineered works including drawings, specifications/ data sheets and bills of quantities. Carry out inter Disciplinary Engineering Coordination within the Division related to pipeline project work scope to ensure that all Company requirements are met. • To supervise the work of project management consultant’s specialists and ensures that quality and standards are maintained and cost effective solutions are adopted. Participate in review / audit of Contractor’s construction work, witness pre-commissioning and commissioning activities. • To review Inspection and test plans and Participate in Pre-Inspection meetings with Vendors to ensure all technical issues are resolved and quality/inspection plans are finalized to achieve the Project Quality and schedule delivery requirements. Carry out review /approve Contractors /Sub Contractors Method Statements of important and critical work activities. • To review bidders list and bid documents for contract/purchase for items relating to pipelines engineering. Carry out Technical Evaluation/Recommendation for tenders/bids and approves selection of pipeline items. Review and Approve Material Approval Requests for items to be purchased by Construction Contractors. Review and recommend for Management approval Project Deviation Request from Vendor/Contractor/Engineer. • To participate in Project HAZOPS. Ensures cost-effective solutions and application of value added engineering throughout the duration of projects. Provides troubleshooting guidance to operations, as requested. • To attend weekly progress review meetings with Consultants and Contractors to identify and resolve areas of concerns. Review and approve the CVs and project organization of Consultant and Contractors. Renders professional assistance to Projects Execution, Project Control and Procurement Divisions through all phases of the projects. • To carry out Technical review of Contractor Trend Notices and prepare Technical Position papers. Participate in meetings with Contractors on issues related with Trend Notices to clarify and defend Company position. Main Challenges • To ensure effective implementation of Company policies and strategies for all major and minor Pipeline Projects in view of the involvement of many outside authorities, interfaces with consumers and on goings developments with the objective to deliver to End users a safe, reliable, operable and maintainable facility on schedule and within the approved budget. • To ensure that the Consultants /Engineering and EPC Contractors designs are in accordance with the Scope of Work and meeting Company expectation with regards to quality, application of proven and reliable state of the art technology and incorporation of Lesson Learnt on completed and on going Projects. |
